Job Summary:
The primary purpose of the Office of Change Management is to assist Deans, Vice Presidents, Directors and Unit Managers to think strategically about potential intra and inter school/department/center/unit changes to their business processes and organizational culture that could improve unit and institutional performance and effectiveness. The Office is dedicated to facilitating and guiding unit managers through an organized and systematic process of identifying specific areas where new process structures or redesigning existing processes could lead to more effective and efficient University operations. In addition to expertise in facilitating organizational change, the Office provides staff resources that normally would not be available to unit managers since they and their staffs devote most of their energies and work activities to the management of day-to-day operations. The Office places special focus on collaborative efforts across multiple organizational units to restructure business and academic support functions and processes to improve service and to achieve efficiencies. Many business functions and transactions involve numerous levels within the University, and process change and restructuring cannot be successfully accomplished by a single unit. Once a project has been designated for action, the Office plays a lead role in outlining, facilitating and guiding an organized process for implementation, in which all parties of interest have a voice in determining the final outcome. The work facilitated by the Office of Change Management results in improved and enhanced University services.
Much of the work of the Office is a natural outgrowth from the University-level and unit strategic planning activities. While unit managers may be able to identify areas that need to be examined for change and improvement, they may not have the staff resources to initiate the follow-up. In addition, the Office will provide unit managers with assistance on strategic planning activities including periodic updates to active strategic planning processes. Another natural outgrowth from the University's strategic planning process is the development of performance measurement processes. As part of each change initiative, the Office provides assistance in identifying performance measures and establishing a process for on-going performance measurement.
This critical role:
- Works with the Associate Vice President to develop a consensus on the major change agenda for the University;
- Facilitates the bringing together of interested parties to analyze, conceptualize, design and develop changes with the prospect of improving operations and administrative systems at the University;
- Interacts with Deans, Vice Presidents, and Unit Managers to bring improvement opportunities to their attention, by identifying issues and areas where services and operations could be improved or enhanced through organizational and/or process change;
- Leads project work groups with managers through assessment, diagnoses, design, and implementation;
- Leads the development of plans of action for change implementation
- May provide support for monitoring progress through the implementation phases of change initiatives;
- Gathers and analyzes data pertaining to potential or ongoing projects;
- Writes analytical reports pertaining to projects and orally presents these reports to clients/constituents, including University Officers, Deans, Directors, other unit managers, and project work groups;
- Assists schools and administrative units in strategic planning activities including updates to existing strategic plans;
- Assists units in identification and implementation of performance measurement processes in support of day-to-day operations;
- Develops and maintains databases related to projects conducted by the Office;
- Researches and assesses organizational trends in higher education and other areas.
- Candidates for the position must have a baccalaureate degree. Candidates with post-baccalaureate degree work in the fields of higher education administration, business, public administration, or policy analysis are preferred or the equivalent combination of education, training, and experience from which comparable skills can be acquired;
- Candidates should have a minimum of five year's work experience in a higher education institution or similar complex organizational environment. This experience should include project work in which individuals from a number of units within the organization were engaged to provide input into the analysis, conceptualization and development of specific recommendations for change and action;
- Candidates should have some familiarity with strategic planning concepts;
- Candidates must have strong critical thinking and problem solving skills and the ability to collect, analyze, synthesize and present data;
- Candidates should possess strong process mapping skills, including facilitation and documentation of process improvement initiatives;
- Candidates must possess demonstrable computer skills, as well as competence in using management information software applications;
- Candidates must have the ability to work diplomatically and effectively in a participatory environment where teamwork is valued highly in the daily accomplishment of work. Must be comfortable working in an environment where team projects are the primary mode of work;
- Candidates must possess strong organizational and time management skills;
- Candidates should possess exceptional writing and presentation skills. The Director will interact with, and make oral and written presentations to, a wide range of individuals within the University, including University Officers, Deans, Directors, unit managers, and faculty;
- Candidates should possess a broad understanding of contemporary higher education issues.
